RF112-4 - Opioid Prescribing – Supports for Family Physicians

Canada is the world’s second-highest per capita national consumer of prescription opioids and Ontario ranks among the top provinces in opioid prescribing, with considerable regional variations observed in these rates of prescribing across the province. These concerns, coupled with rapidly increasing rates of opioid-related deaths, have led to calls for action on the opioids issue in Ontario.

This session will provide attendees an overview of Health Quality Ontario’s initiatives to improve opioid prescribing practices and reduce the harms related to opioids. These supports include quality standards for Opioid Prescribing for Chronic Pain, Opioid Prescribing for Acute Pain and Opioid Use Disorder, providing family physicians with access to individual Opioid Prescribing Primary Care Practice Reports and publishing specialized reports.

Learning Objectives:

David Kaplan

Dr. David Kaplan is a family physician whose practices comprehensive family medicine with obstetrics. He is the Provincial Primary Care Lead at Health Quality Ontario. He graduated from the Faculty of Medicine at the University of Toronto. Prior to his medical training, he completed his graduate training in the Institute of Health Policy, Management and Evaluation and the Joint Centre for Bioethics in the Faculty of Medicine. He is an Associate Professor in the Department of Family and Community Medicine and Joint Centre for Bioethics at the University of Toronto where he teaches in the pre-clerkship, clerkship and postgraduate medical programs. Dr. Kaplan was Family Physician, Chief (Interim) and Medical Program Director at NYGH from 2006-2008. From 2009-2016, he has held regional primary care leadership roles in the Central Local Health Integration Network, both as Primary Care Physician LHIN Lead and Primary Care Lead for Diabetes and chronic Disease Management and Prevention. Dr. Kaplan was awarded the inaugural Integrated Medical Education Award from the University of Toronto’s Faculty of Medicine in 2013 and the Innovation Award from the Society of Graduates of the Institute of Health Policy, Management and Evaluation in recognition of his significant contribution to the fields of health policy and health management.
