Garland Pennison, DSc Candidate, PE, M.ASCE
Garland is a senior civil, environmental, and systems engineer with over 38-years’ experience in project planning, engineering, and management. He has diverse project experience, focused on water resources and coastal projects. Garland is a native of the Atchafalaya River Basin and a resident Cajun living in the coastal Acadiana community of south-central Louisiana. His professional memberships include ASCE, COPRI, and IISE.
He is employed by HDR Engineering as a senior project engineer within the water business group. Garland is a doctor of science systems engineering candidate at the University of South Alabama. His research supports the CSU Center for Risk-Based Community Resilience Planning NIST-funded INCORE all-hazards resiliency project; developing fragility and recovery models associated with coastal hazard risks. His coastal engineering advisor at South Alabama is Dr. Bret Webb.
