Many wastewater treatment facilities are planning significant infrastructure rehabilitation. Effective communication across all work groups is critical to keeping both operations and construction running smoothly and in unison. This session will describe effective communication techniques based on real life lessons learned from staff coordinating over ten concurrent active construction projects.

Cheryl Franklin is a Wastewater Operations Assistant Shift Supervisor/Construction Coordinator with 11 years of experience in operations and previous experience as a construction inspector for operating engineers Local 3. She received her BA in Biology/Chemistry from Mills College. She has experience coordinating up to twenty projects during one dry weather season.

Justin Shih

Junior Civil Engineer
East Bay Municipal Utility District


Justin Shih is a Junior Civil Engineer with East Bay Municipal Utility District (EBMUD) in the Wastewater Engineering Division. Justin works as a construction manager on multiple capital improvement projects at EBMUD’s main wastewater treatment plant. He received his BS in civil engineering and MS in environmental engineering from the University of California Berkeley.

Bill Chaffer

Senior Construction Inspector


Bill Chaffer is a Senior Construction Inspector with EBMUD. He came to EBMUD with 30 years of construction experience including 7 years as a Superintendent for GSE Construction. GSE Construction is a company who specializes in Waste Water Plant construction and upgrades. Bill has experience as a private industry Construction Superintendent dealing with District Inspectors and Project Managers as well as experience as a District Inspector dealing with Private Industry Construction Superintendents and Project Managers. Bill was hired by EBMUD in March of 2015.

Tim Karlstrand

Senior Civil Engineer
East Bay Municipal Utilities District


Tim Karlstrand is an Associate Civil Engineer with East Bay Municipal Utility District. Tim graduated from UC Berkeley with a Masters in Civil Engineering and is a Registered Civil Engineer. Tim is responsible for the management of planning, design, and construction of wastewater capital improvement projects. Outside of work, Tim enjoys spending time with his wife and two children.

Billy Wong

Principal Engineer


Billy Wong is a Principal Engineer at Stantec. He is a licenced civil engineer with 17 years of experience in enviromnetal and I&C engineering and construction management. Billy has managed and served as technical lead in the various water infrastructure projects including pipelines, pump stations, wastewater, reclaimed water and water treatment facilities. Billy brings hands on experience in civil, mechanical, electrical and instrumentation design for wastewater and water treatment facilities.
