LiDAR scanning has many applications in the wastewater industry. This innovative and cost-effective scanning method creates a color 3D model that enables verification of existing conditions versus record drawings. It can reduce change orders, confined space entries, design errors, and the need for on-site field verification during design. The presentation will be conducted through a case study of the LiDAR scanning at NapaSAN's Headworks.

He specializes in developing plans and specifications and guides projects from planning levels, through design and construction. He graduated from California Polytechnic State University with the BS in Civil Engineer in 2007.

Andrew Damron is the Technical Services Director at Napa Sanitation District and is a Professional Engineer in the State of California. He holds a BS in Civil Engineering from University of California at Davis and a MS in Civil Engineering from Texas A&M University. He has over 15 years of experience in design and project management of recycled water and wastewater infrastructure projects including 8 years at Napa Sanitation District.

Gary Warren

Senior Civil Engineer / Supervisor of Wastewater Design Section


Gary Warren, PE, is a Senior Civil Engineer for the East Bay Municipal Utility District (EBMUD), supervising the Wastewater Engineering Division’s Design Section. This Section performs in-house design work for the Wastewater Department’s capital improvement projects. Projects include treatment plant, collection system and recycled water system upgrades and rehabilitation. Gary has been very involved with EBMUD’s innovative resource recovery and co-digestion program, which allows their treatment plant to produce typically 130% of the power needed to operate the plant. Gary has a BS in chemical engineering from UC Santa Barbara and 30 years of experience. Prior to working for the District, he also worked for CH2M HILL (now part of Jacobs) and Metcalf & Eddy (now part of AECOM). He is also very active in CWEA, currently serving on the board of the local SF Bay Section.
