Jim has nearly 30 years of “applied” professional engineering experience in the public sector. He started his Water Board tenure in 2008 as Statewide SSO Program Manager before moving to the Office of Enforcement to lead the Statewide SSO Enforcement Initiative. Jim’s primary mission is providing technical assistance, training, and strategic coaching to regional board “clients” for prioritizing system audits, compliance evaluations, and enforcement.
With years auditing both separate and combined sewers, Jim has extensive “real world” expertise and thousands of hours in the field. Jim obtained a B.S. in Mechanical Engineering Technology from CSU Sacramento in 1988 and his P.E. license in 1995.
