Learn from an Agency perspective as well as a Project Management perspective the art of partnering with a private entity to collaborate on One Water solutions for sustainable water sources. Participate in breakout sessions learning to collaborate with unlikely partners, identify stakeholder needs and motivate partners when negotiations become difficult.

Biography:

Phil Scott is the District Manager for West Bay Sanitary District since February 2010 and Past President of CWEA. He has a Grade 4 in Collection System Maintenance, Grade 4 in Water Distribution, and Grade 2 in Water Treatment, as well as a Bachelor of Science degree in Business Management. He has been in the One Water industry since 1981.

Biography:

David L. Richardson, Senior Water Resources Engineer and Principal with Woodard & Curran
PE in Water and Wastewater consulting for 35 years, after BS Civil, MS, Environmental Engineering and MBA from Stanford.
PM on Master Plans, Environmental docs, Financing, Design and Construction of WW, Water resources and Recycled Water Projects throughout Northern California. Right now, implementing satellite treatment for a golf course project on the Peninsula, and managing the Facility Plan and EIR for the South County Ag. Program. Has led several research projects for the Watereuse Foundation including using Advanced Treatment to permit land-based and groundwater-based discharge for EBMUD in Upcountry WW systems, and the project we are hearing about today using surplus recycled water to recharge groundwater in offseason agricultural applications.
