Public-private partnerships combined with innovative food-waste-to-energy technologies and design/build project delivery present a suite of financial, technological, operational, and regulatory challenges, while requiring careful consideration of risk tolerance and protection of ratepayer interests. Delta Diablo has embarked on this path and hopes to provide a useful roadmap for other POTWs.

Biography:

Mr. De Lange has over 23 years of wastewater process engineering, planning, design, and construction experience. He possesses significant technical expertise, strategic-thinking skills, and vision in wastewater resource recovery, treatment process troubleshooting and optimization, nutrient management, and capital project delivery. Following 17 years at EBMUD and six years at SFPUC, Mr. De Lange recently began serving as the General Manager at Delta Diablo. He holds both M.S. and B.S. degrees in Civil/Environmental Engineering from U.C. Berkeley. Last, Mr. De Lange was selected as an "Emerging Leader" in the 2016 CWEA Emerging Leaders issue of Wastewater Professional.

Amanda Roa

Biography:

Amanda Roa, P.E. is the Environmental Programs Manager for Delta Diablo in Antioch, CA. She has a B.S. in Civil & Environmental Engineering from the University of California at Berkeley and has over twenty years of experience in the wastewater and household hazardous waste industry. Amanda is involved with all forms of environmental regulation and permitting for Delta Diablo including wastewater, recycled water, air, and hazardous materials and waste. She is the lead in many of the District's bench and pilot scale studies involving innovative technology and manages various resource recovery projects and partnerships. Amanda is the lead in an organizational wide effort to obtain ISO 50001 Certification and implement and Energy Management System.

Yaniv Scherson

Biography:

Dr. Yaniv Scherson is the Managing Director for the western U.S. region for Anaergia. Yaniv is based in Carlsbad California where he leads Anaergia’s projects integrating organics recycling from solid waste with anaerobic digestion and wastewater for production of renewable power and renewable natural gas. Yaniv leads Anaergia’s turnkey system offering and supports Anaergia’s Design, Build, Own, Operate, and Finance arm. He is a licensed professional engineer in California and holds Ph.D. and Master degrees from Stanford University.

Tom R. Frisher

Biography:

Mr. Frisher is a CA registered civil engineer specializing in planning and design engineering delivering project/program management, design engineering and construction management for wastewater projects. He has program/project/construction management experience with countless water resources projects in California, including in Alternative Delivery procurement. His experience includes various planning, design, and construction projects for wet infrastructure including multiple upgrades to wastewater treatment plants, sewer conveyance systems and recycled water projects.
Mr. Frisher specializes in developing integrated strategic solutions to water clients that blend process technical solutions, responsible facilities operations, deep insight into the organizational structure, considerations incorporating life cycle cost, staff growth and development and the organization’s goals and vision for the future.
