2018 HPC National Conference Session
After 16 years of implementation, what changes are program administrators making to Home Performance with ENERGY STAR to best meet the needs in their local markets? Hear from three states how program changes were identified, selected, designed and deployed, and lessons they’ve learned along the way. Delaware will provide comparison research on the trends in HPwES programs across the country and what modifications they are making to meet their customer’s needs. New Jersey will highlight partnerships leading to program expansion, and Maryland will reveal the results of their pay for performance program. Learn from the best as the speakers reveal how they balanced local political and economic drivers to best serve their markets and improve the energy efficiency of homes.
Emerging Technologies and Services Manager
Laura facilitates the identification, research, development, and qualification of new disruptive technologies and services for Efficiency Vermont's future portfolio. Her current projects cover a wide variety of topics such as healthy homes, low-cost monitoring for small commercial and using advanced metering information to impact grid load shapes. Previously, Laura led the Advanced Commercial Buildings Initiative and Residential Green Building Services department for Southface Energy Institute in Atlanta, GA. Laura holds degrees in sustainable development and building construction from Appalachian State and Georgia Tech respectively, and numerous industry certifications and awards.

Market Outreach Manager
Kimberly is a Market Outreach Manager with CLEAResult. She currently manages outreach activities for Home Performance with ENERGY STAR, HVAC and the Residential New Construction programs under the New Jersey Board of Public Utilities and its Clean Energy Program. She holds a BA degree from Susquehanna University and a MBA from Rider University.
Johnson Consulting Group
Dr. Katherine Johnson is President of Johnson Consulting Group, a certified woman-owned consulting firm specializing in the energy efficiency field. For 25 years, Dr. Johnson has directed complex, large-scale market research studies on energy efficiency evaluation and has completed more than 150 program evaluations for energy efficiency programs targeting all customer sectors. She has also conducted specific research on Home Performance and Whole House Best Practices and the evolution in program design.
Director of Conservation and Clean Energy
New Jersey Natural Gas
Anne-Marie Peracchio is the Director of Conservation and Clean Energy for New Jersey Natural Gas. Anne-Marie has more than 20 years of experience in the utility industry. Since 2007, she has focused on new programs and outreach approaches to help NJNG customers lower their energy bills. Anne-Marie also leads NJNG’s efforts to support New Jersey’s Clean Energy Program and is active on committees for the American Gas Association, the Consortium for Energy Efficiency and the State and Local Energy Efficiency Action Network (SEE Action). She serves on the Board of Trustees of Sustainable Jersey and Lead New Jersey.
Energy Program Manager
Nancy Quirk serves as Energy Program Manager with Sustainable Jersey providing guidance to local governments on energy efficiency and renewable energy. After Katrina, she worked with a university-community outreach program in New Orleans to assist homeowners in rebuilding with energy efficient and hazard resilient practices. Most recently her work focused on providing support to local governments in reducing the “soft costs” related to solar photovoltaic deployment.
Seth has over 10 years of professional experience within the residential construction industry. Seth has been with ICF for 8 years and has worked on various energy efficiency programs ranging from Limited Income, HVAC Equipment, New Construction, and Home Performance with ENERGY STAR (HPwES) programs. Currently, Seth is the Program Manager for Pepco and Delmarva Power’s HPwES programs and the deputy manager for BGE and SMECO’s HPwES programs which covers most of the state of Maryland. Prior to joining ICF, he worked as a project manager for a custom home design firm in eastern North Carolina and north east Florida.
Delaware Sustainable Energy Utility
Suzanne Sebastian has over 30 years of experience in managing energy efficiency and renewable energy programs. She was hired by the Delaware Sustainable Energy Utility in 2015 as the Program Manger to oversee programs which provide technical assistance, incentives and loans to a variety of clients. These programs include the Home Performance and Assisted Home Performance with ENERGY STAR Programs, the Pre-Weatherization Program, Community Energy Center Program, ZeMod (Zero Energy Modular) Home Program for Low-Mod Income), Energy Assessment for Non-Profit Program, Pathways to Green Schools and the Energize Delaware Affordable Multifamily Program. Suzanne also manages other programs for commercial, agricultural, and transportation sectors to include both private and public sector entities. Her career started over 30 years ago at the State of Delaware Energy Office where she worked with diverse groups of stakeholders and clients to promote energy efficiency and renewable energy programs across the State of Delaware.
