Tennessee's WAP agencies have found it difficult to apply all of the state's funds due to limited capacity, lack of qualified contractors willing to engage in a complicated program, and cumbersome tracking and reporting systems.

To address these issues, Tennessee Valley Authority (TVA) and the Tennessee Housing and Development Agency (THDA) partnered in 2015 to streamline WAP focusing on creation of an integrated platform, called WAPez, which was piloted in three cities.

This session will feature an interactive discussion about the partnership's approaches to improving WAP and building capacity at the local agency level, a demonstration of the WAPez data tool, and sharing of pilot project results.

Frank Rapley

Frank Rapley has 25 years’ experience in the electric utility industry. He currently leads TVA’s EnergyRight Solutions for the Home group, which is charged with developing and implementing efficiency programs for consumers in association with TVA’s 154 local power company customers. Previously, he led TVA’s energy efficiency program design group and also served as communications manager for TVA’s Customer Resources organization. Prior to coming to TVA, he held positions at NRG Energy, Inc. and Entergy Corporation in communications, customer service, and consumer and small business marketing.

Blake Worthington is the Housing Program Manager for Energy Programs at the Tennessee Housing Development Agency. Blake manages the implementation of the Low Income Home Energy Assistance Program and the Weatherization Assistance Program for the State of Tennessee. Blake has been working in the WAP and LIHEAP programs for over 3 years. Blake has previously worked with various State and Federal housing programs focused on affordable housing for low-income individuals and families.

Jason Estes

Jason Estes has worked in support of affordable housing since 1996. He has been the director of Housing & Energy Services for the Knoxville–Knox County Community Action Committee since 2008. His industry certifications and licenses include BPI’s Quality Control Inspector, BC (industrial, commercial, and residential) contractor, CMC (full mechanical) contractor, and the Benchmarks of Academic Excellence for HVAC Electrical and HVAC Air Conditioning. With Jason’s leadership, his department implements the Weatherization Assistance Program in Knox County and varied projects in the city and county. He has extensive experience working with federal, state, and local government agencies, contractors, and homeowners.
