HPC works with national and state non-profit organizations to advance reforms and innovations in residential energy efficiency policy at the state and local level. HPC has been at the forefront of national initiatives to reform cost-effectiveness testing (through the National Standard Practice Manual) and modernize energy efficiency data standards and data reporting (HPXML). HPC also directly engages in states that are seeking to reform or expand programs that finance and support residential energy efficiency for consumers, businesses and utilities. HPC promotes the “Best Practices” from states that have implemented programs and policies that support home performance contractors and small businesses. This panel will explore what those best practices are, what states are leading them, and ask what are the opportunities and the challenges that are emerging from these efforts. This panel will hear from experts in the Mid-Atlantic states who are working to move the residential energy efficiency agenda forward in 2018 and beyond.
