The regulations dictate that experience, expertise, and diversity of members are important attributes of an effective IRB, and they require the inclusion of non-scientific and unaffiliated members to uphold that vision. The non-scientist and unaffiliated members are often the only members with a perspective unfettered by previous knowledge of the scientific aspects of a study, or an institutional affiliation, and therefore add enormous value to the IRB, its deliberations, and discussions. It is therefore critical that the energy, time, and resources that are devoted to the recruitment, education, and retention of these crucial members be productive, efficient, and effective.
