Carol Juliet Weil, JD, is the program director for ethical and regulatory affairs at the National Cancer Institute (NCI). She is an expert in research protections pertaining to human biological samples and genomic and clinical data. In her work at the NCI, Ms. Weil navigates the ethical, legal, and social implications (ELSI) of cancer research, including policies on consent, data sharing, biobank governance, community engagement, and disclosure of research results and incidental findings. She has facilitated development of embedded bioethics protocols in several NIH projects, including the Communication and Education in Tumor profiling sub-study in NCI’s Molecular Analysis for Therapy Choice, ELSI sub-studies in the NIH Common Fund Genotype Tissue Expression project, and the NCI Biospecimen Pre-Analytical Variables study. Currently, she is working on patient engagement strategies for the NCI Cancer Moonshot project. Since 2012, Ms. Weil has served as a non-scientist on the NCI intramural IRB. Ms. Weil has also been a member of the AER Core Conference Planning Committee for three years.
