Human Research Protection Program Administrator

I am Sophea Sout, a Foreign Service National (FSN) staff member of the U.S. Embassy Phnom Penh, Cambodia. I have been working with NAMRU-2 since December 2009 as the Human Research Protection Program Adminstrator. I am responsible for ensuring all human research studies conducted or funded by NAMRU-2 are in compliance with U.S. Department of Health and Human Services, Department of Defense (DoD), Department of Navy (DON) Bureau of Medicine and Surgery (BUMED), and country government regulations.
On a day to day basis, I directly interact with extramural partners, directors of institutions, Ministry Officials, and DON HRPP inspectors for the execution of my duties. I develop HRPP standard operating procedures (SOPs) and checklists for the oversight and monitoring of NAMRU-2 research protocols and projects in order to meet HRPP requirements. Currently, this oversight is provided for over 30 protocols being executed in six (6) different countries in southeast (SE) Asia, including Cambodia. i have travelved to provinces in Cambodia and some other countries in SE Asia to assist extramural collaborators in obtaining a Federal Wide Assurance (FWA) and/or Institutional Review Board (IRB) approvals from the Office of Human Research Protections (OHRP) for thier institution engaging, conducting, and/or reviewing human research protocols funded by NAMRU-2. I guide them to get online CITI training in thier local lanugages (Khmer, Vietnames and Thai). I also provide HRPP orientation in addition to CITI training which enables individuals to share human research experiences within the group and get knowledge of basic ethic training concerning procedures and others related to the conduct of human research studies.
My personnel awards include Locally Employed Staff members of the Month in 2017 and 2014, and Meritorious Honor Award in 2015. I also received three letters of appreciation from Director of Department of the Navy Human Research Protection Program (DON HRPP) in July 2016, and two letters from the Commanding officer of NAMRU-2 in March 2016 and February 2014.
