Programs invest in quality assurance strategies to ensure that upgrades are completed to their standards. These strategies can also engage and benefit contractors. PSD approaches QA as a learning opportunity for program and contractor. Consumers Energy, through their review process, offers feedback to contractors through participation reports and recognition of top performers. Efficiency Vermont restructured staff QA responsibilities to improve consistency across the state and use their annual contractor meeting to also offer services like equipment calibration, encouraging contractor attendance and improving equipment output. Enhabit evolved their quality assurance plan to incorporate remote photo-based reviews, which has encouraged contractors to make improvements to their own quality control procedures and work.

Mr. Powell has over 28 years of experience as a building scientist, project manager, energy efficiency consultant and educator. His experience includes research, instruction, data analysis, technical and project management for projects involving housing durability, moisture control and remediation, building code compliance of building products and systems, quality assurance, residential energy efficiency, green and sustainable building, and development of standards.

Rob Busby is a program manager in the Commercial Energy division with ICF, currently supporting the Consumers Energy HPwES program and Insulation and Windows program.
Prior to joining ICF in 2010, Rob served as a project manager overseeing large scale commercial construction projects, a renewable energy project manager, and an energy auditor
for a federal government program. He has more than 20 years’ experience managing contractor networks performing energy efficient improvements.
Program Manager, Residential Energy Efficiency
Rebecca Filbey is a program manager in the Residential Energy Efficiency team at Consumers Energy. While the Consumers Energy HPwES program is her primary responsibility, she also supports behavioral programs ranging from Home Energy Reports to online energy analyzer tools. Prior to joining Consumers Energy in January 2015, Rebecca managed energy efficiency, renewable energy and alternative fuel vehicle programs for Michigan-based nonprofit Clean Energy Coalition.

Performance Systems Development
As Senior Vice President of Program Services for Performance Systems Development (PSD), Kathy is responsible for leading PSD’s growing energy efficiency program team and providing oversight to the design, management, and implementation of energy efficiency programs and services across multiple states. In Pennsylvania, Kathy and her team served in an integral role in developing the residential efficiency industry across the Commonwealth through the development of the award winning statewide ENERGY STAR New Homes and Home Performance with ENERGY STAR Program, PA Home Energy. Throughout her thirty-year career, Kathy has worked in many sectors of the energy efficiency field, from research at Lawrence Berkeley National Lab (LBNL) to college campus programs to community/non-profit approaches.

Vermont Energy Investment Corporation
Dave Keefe, Energy Consultant with the Vermont Energy Investment Corporation, has spent the last 34 years working as both a contractor and teacher to make homes perform better. He has provided more than 1000 technical training sessions to both professionals and homeowners, including building science, energy codes, home energy ratings, low-income weatherization, diagnostic techniques, and installation methods. Dave is known as a personable and effective trainer, and in 2011 was named by ACI Inc as one of “the 25 most instrumental people in building the home performance industry”. Last year he recieved the Linda Wigington Leadership Award.
Tim Miller’s 30 years in leadership roles – spanning general management, strategy, sales, marketing, and operations – bring broad experience to his role at Enhabit. In partnership with local and state governments, utilities, and contractors, the organization has helped over 6,000 families improve the efficiency, health, and stability of their homes. For the last 15 years, Miller has been 100% focused on sustainability and energy, providing strategic consulting and filling key functions for over 30 clean-tech companies, non-profits, and agencies. Previously, Miller helped grow Citysearch.com, a leading online city guide, directing 13 offices nationally. He gained high-performance leadership experience through five years at Intel Corporation in marketing and product management. Miller’s background includes an MBA with honors, and a BA with honors in Economics, both from Stanford.
