The National Association for State Community Services Programs [NASCSP] is the only national organization that has every DOE funded Weatherization Assistance Program [WAP] Grantee as their direct membership. As a result of this relationship NASCSP is uniquely positioned to advocate for and work toward the success and sustainability of the Weatherization Assistance Program [WAP]. Working closely with the Department of Energy [DOE], federal partners, national partners, congressional staffers and especially the WAP Grantees, NASCSP endeavors to be the national voice for the WAP. What does this mean for the WAP? This session will answer that question by explaining NASCSP's efforts on numerous fronts to promote and support the WAP. Join us for a look into the necessary but often unseen efforts that help keep the WAP working and moving forward.

Energy Services Director
NASCSP

Ray Judy is the Energy Services Director for the National Association for State Community Services Programs (NASCSP). Ray has over 30 years of experience in the Weatherization Assistance Program (WAP) and has worked in nearly every position from crew member to WAP Grantee Program Manager. Ray’s current role at NASCSP involves developing and providing T&TA for WAP Grantees and Sub-grantees, working with the Department of Energy (DOE) to promote and strengthen the WAP, and addressing legislative issues related to the WAP on Capitol Hill.

Eric Behna

Program & Policy Analyst
NASCSP

Eric Behna is the Program and Policy Analyst at NASCSP. He works primarily with the WAP side of NASCSP and his responsibilities range from compiling reports, monitoring legislation, meeting with congressional staffers, working with social media, and providing general program support. He holds both an M.A. in Political Science and a B.A. in Economics from Saint Louis University. Prior to coming to NASCSP, he worked with energy and environment issues on Capitol Hill. He also spent time working in higher education supporting a university vice president and coordinating campus wide events.
