2018 HPC National Conference Session
No one doubts that the policies of energy efficiency in the U.S. are in rapid evolution. These shifts are affecting stakeholders in ways that even the most astute analysts and pundits could not have predicted a year ago. As in the session last year, the HPC VP of Government Affairs will provide an update from Washington, DC on the outlook for EE policy with the Trump Administration and 115th Congress. In an audience-participation encouraged format, invited panelists will provide perspectives on how this impacts the future of energy efficiency in the states and a discussion about state leadership.

Home Performance Coalition
As the Vice President of Government Affairs and Policy of the Home Performance Coalition, Kara Saul Rinaldi works to educate state and federal policymakers and regulators about residential energy efficiency and whole home energy efficiency policy initiatives including leading its work on energy efficiency and the clean air act, advancing the smart home, and reforming cost-effectiveness testing. A leading energy and climate policy expert, Kara has directed national policy, communications, and grassroots campaigns spearheading education efforts with the Administration and Congress on tax, appropriations, and authorization issues for national and international NGOs and corporations. Prior to working with HPC, Kara was the climate and energy policy lead at Environmental Resources Management, Director of Government and Public Affairs for Owens Corning, Senior Director of Policy for the Alliance to Save Energy and a legislative and communications advocate on the Climate Change Campaign at World Wildlife Fund and worked in the offices of Rep. Lynn C. Woolsey (D-Calif.) and Sen. Barbara Boxer (D-Calif.).

Steve Cowell founded Conservation Services Group (CSG) in 1984 and is the Executive Director of E4TheFuture. He is also a co-founder of Efficiency First and Energy Federation, Inc. and has served as president and/or director of industry groups, including the Northeast Energy Efficiency Council and the New England Clean Energy Council. Steve also founded and served as president of Affordable Comfort, Inc. and is a director of the Building Performance Institute.
