Leveraging Services and Funding

This session will offer a national, state, and local perspective on designing and implementing leveraged, non-federal funding, into the WAP. From the Weatherization Leveraged Partnerships project at the National Community Action Partnership, attendees will hear about the national scope of leveraging in the network and some of the strategies that have led to successful partnerships. For local experience on how to secure and implement these non-federal funds in practice, Washington State Department of Commerce and Habitat for Humanity in Lacrosse Wisconsin (in partnership with Couleecap) will walk attendees through current leveraged partnerships and programs in the Washington and Wisconsin networks. Time will be dedicated for attendees to raise questions and share experiences from their state networks throughout the presentation.

Managing Director, Housing Improvements and Preservation
WA State Department of Commerce

Emily Salzberg is the Managing Director for the Housing Improvements and Preservation group at the Washington State Department of Commerce. She has over 15 years of experience administering, evaluating, and providing technical assistance to energy efficiency programs in the state of Washington including: low-income weatherization, community-based programs, technology research and market development and energy code implementation.

Natalie Kramer

Policy Associate
National Community Action Partnership

Natalie Kramer currently serves as the Policy Associate for the Community Action Partnership National Office. She works closely with Economic Opportunity Studies to manage the Weatherization Leveraged Partnerships Project, assisting subgrantees and their associations in designing and maintaining private partnerships that leverage their WAP expertise. Kramer is a Nationally Certified ROMA Trainer and has trained on needs assessments, strategic planning, and organizational capacity building for Community Action Agencies around the country. Prior to working with the Partnership, Ms. Kramer worked with the Coalition on Human Needs as a Census Poverty Data and Outreach consultant coordinating the anti-poverty advocacy efforts of organizations around the country. Kramer earned a Master’s Degree in Social Work from Washington University in St Louis where she concentrated in community development, anti-poverty advocacy, and organizational management. She received her Bachelor’s Degree in Sociology from Wake Forest University.
