Weatherization Policy: What's Next

The session will focus on the introduction of new technologies into the Weatherization Assistance Program. These technologies are impacting both the delivery of the Program and the homes being weatherized. The alignment of the program with the broader energy efficiency market will also be explored. The format of the session will be a moderated panel. Panelists will make short presentations on various changes underway and then we will explore how these changes may affect the program subgrantees and its weatherization recipients.

Greg Thomas is CEO of Performance Systems Development. He is also chair of the Efficiency First trade organization, a member of the RESNET board of directors, recipient of the Building Performance Institute Life Time Achievement Award in 2010 and the past president of Affordable Comfort, Inc. Greg has 30 years in building performance as a consultant, trainer, and whole house contractor.

Julie R. Caracino

Julie Caracino is the Director of Research and Standards for Home Performance Coalition. As chair of the HPXML working group, Julie has been instrumental in establishing the national data standard as the common software language for the industry’s transactions. She also works closely with the real estate and appraisal industries to create value for energy efficient homes. Prior to joining HPC, Julie was a project manager at NYSERDA, where she led several pilot projects under New York Governor Cuomo's Reforming the Energy Vision.

Anna Marie Garcia

Director, Weatherization and Intergovernmental Programs Office
U.S. Department of Energy

Anna Garcia is the Director of the Weatherization and Intergovernmental Programs Office in the Office of Energy Efficiency and Renewable Energy (EERE) at the Department of Energy (DOE). She provides leadership to maximize the benefits of energy efficiency and renewable energy through technology deployment, accessing new partnerships and resources, and communications and outreach activities.
Previously, Ms. Garcia served as Executive Director of the Ozone Transport Commission, the organization of 12 states and the District of Columbia created by Congress in 1990 to assess and coordinate the development of policies to reduce regional ground-level ozone or "smog" in the Northeast and Mid-Atlantic states. Before joining the Commission, she was Director of Operations and State Programs for the Center for Energy and Climate Solutions, a non-profit that is a division of the Global Environment and Technology Foundation. She provided unique environmental and energy expertise through creating partnerships with and among state agencies to design multi-pollutant strategies that have both environmental and economic benefits.
She holds a Bachelor of Arts in Biology from Princeton University and an Executive Master of Business Administration from the George Washington University.

Casey is the Vice President of Quality Systems at Pearl Certification, a Virginia-based company that partners with real estate agents and home performance contractors to capture the added value of high-performing homes. Casey has worked in the residential building industry for over twenty-five years. For the first 15 years, he owned and operated a small business that provided a range of construction services to builders and homeowners. In 2007, Casey became one of the first participating contractors in Maryland’s Home Performance with ENERGY STAR program. In 2008, Casey joined ICF to provide program design and implementation support to U.S. EPA and utility programs.
