Imagine your standing at the bottom of a rocky mountain, you have to get to the top and you do not have any climbing gear. The case study will look at how to get to the top of the mountain, which is compliance in this case with zero funds and the violation fees are mounting. A small water district in Imperial Valley is facing these issues. The case study will look at funding, working with the State Board, funding options all on a limited budget and trying to get to a point where the effluent is compliant with its discharge permit.
