Jim has nearly 30 years of “applied” professional engineering experience in the public sector. He started in 2008 as Statewide SSO Program Manager before moving to the Office of Enforcement leading the Enforcement Initiative. Jim’s mission is providing technical assistance and coaching to regional board inspectors prioritizing audits and enforcement. With years auditing separate and combined sewers, Jim has extensive “real world” field expertise working with many leading collection operators, managers and directors. SSMP audits, compliance/enforcement inspectors, SSO investigations, and “hands-on” training for inspectors are examples of his work. Jim obtained a B.S. in Mechanical Engineering Technology from CSU Sacramento in 1988.
