As part of the Clearwater Program, the County Sanitation Districts of Los Angeles County (Sanitation Districts) will soon construct a new 18-foot diameter tunnel to discharge treated wastewater to the ocean which will be the largest construction contract ever advertised by the Sanitation Districts. The tunnel will be excavated using a pressure face Tunnel Boring Machine (TBM) starting in 2019 at the Sanitation Districts’ largest wastewater treatment plant in Carson and finishing in 2026 at Royal Palms Beach in San Pedro. There will only be one access shaft for construction of the 7-mile tunnel alignment, reaching depths up to 450 feet below the ground surface while encountering “squeezing ground” phenomena and crossing two (2) earthquake faults. The session will describe tunneling in greater detail, highlight the design challenges faced, and also present the drivers for the new tunnel and the role of community engagement in garnering support for reliable service.
