Matt Lyons has 9 years of experience managing complex federal and utility-funded energy, housing and social services programs at the state and local level. He has served as the Director for a state LIHEAP office and has managed a broad portfolio of programs funded through the U.S. Department of Health & Human Services, Energy, Housing & Urban Development and Agriculture. Mr. Lyons currently leads several research projects, including the development of a performance management system for the Community Services Block Grant program, market characterization of low-income energy programs, analysis of coordination potential between energy efficiency and housing programs, and targeting of program outreach to populations underserved by limited income energy programs.
