Training Director
Energy Coordinating Agency
Philadelphia, Pennsylvania
Mr. Coulter began working at ECA in 2009 in the Energy Conservation department as a crew member in the installer group. After 6 months he was promoted to Crew Chief. ECA is a firm believer of providing additional education and training for all staff as they believe in promoting from within. In 2014 Mr. Coulter was promoted to Field Supervisor where he managed the work scope of all Crew Chiefs. During his tenure as Field Supervisor he was given the opportunity to take the Building Analyst class at ECA and by passing the written and field exam he became a Building Analyst Professional. In 2018 he was giving the opportunity to become an instructor at ECA’s Knight Green Jobs Training Center. In addition to teaching classes for the emerging workforce, Mr. Coulter is the primary trainer and monitor for ECA’s apprenticeship program for Weatherization Installer Technicians whereby he provides the formal classroom training and monitors their field performance so they gain the status of high proficiency leading to Journeyperson status. It takes the apprentice 2 years to complete the program – 162 hours classroom and 2,000 hours field experience.
