Many low-income energy efficiency programs have seen declines in energy savings as the longevity of the programs increase, the highest users with the greatest opportunities for reductions have been served and health and safety issues present challenges. Utilities need to assess and refine their programs to reach a broader population of customers and continue to achieve high savings. This session outlines the different work approaches and challenges among contractors delivering services in PGW’s Home Comfort program, and strategies used to balance deep savings and comprehensive job scopes with cost-effectiveness. PGW has used program evaluations and billing data analysis from APPRISE over the past six years, to perform continuous program improvements, diagnose issues, ensure consistency and work quality among contractors, and develop a health and safety remediation pilot.
