The low-income market is multifaceted, requiring energy professionals to design and target programs that address differences in income, demographics, housing, energy use, and energy affordability within the population. Yet, many program managers lack important data required to understand the energy needs of low-income households and how energy efficiency and energy affordability programs are meeting those needs. APPRISE conducted research for the Maryland Office of People’s Counsel (OPC) to comprehensively characterize Maryland’s low-income market and identify how existing programs can target unmet energy needs. In this session, APPRISE will share findings from the research and OPC will explore how they are using the information to advocate for improved services for low-income households.
