The Foundational Public Health Services (FPHS) is a national model that defines a “minimum package of services” that must be available in health departments everywhere for the health system to work anywhere. Over the last three years, the Public Health National Center for Innovations (PHNCI) has supported the FPHS planning and implementation efforts in Kansas, Ohio, Oregon, and Washington with the intent to document and share lessons learned in order to encourage adoption of the FPHS by other health departments around the country. As the health departments have progressed in their efforts, we have learned important lessons about engaging partners both within the governmental public health system and outside of it, including SACCHOs and partners whose service-delivery models may be impacted by the systems changes resulting from FPHS implementation. Health departments outside of the initial cohort of 21st Century states have also expressed interest in begun work in implementing FPHS. PHNCI has worked to update the FPHS framework and develop an implementation guide to reflect the lessons learned from the initial 21C states as well as insights from public health leaders to help emerging states implement FPHS.
