Background : Among Ryan White Part A (RWPA) consumers in New York City (NYC), transgender women are more likely than other populations to need housing assistance, yet are no more likely to receive RWPA services to address those needs. To assess receipt of housing assistance across funding streams, we will link NYC Housing Opportunities for Persons with AIDS (HOPWA) data with RWPA data.
Methods : The analysis will include HIV-positive clients with an intake assessment in an NYC RWPA supportive services program (2015-2017). Linking NYC RWPA, HOPWA and HIV surveillance data, we will compare proportions of transgender women, cisgender women, and cisgender men who have sex with men (MSM) who received housing assistance within 12 months of an assessment indicating unstable housing.
Results : We will first update previously reported proportions with assessed housing need and any significant between-group differences in need. Among those with housing need to assess gender disparities in access to housing services across major HIV-related housing programs, we will report results from a comparison of the three groups on proportions receiving any (RWPA or HOPWA) housing assistance within 12 months.
Conclusions : Prior work showed disproportionate housing instability among transgender women in NYC RWPA. Linking data across systems will offer a fuller picture of services addressing housing needs. Given housing’s influence on HIV outcomes, disparities in access to housing should be reduced to support the National HIV/AIDS Strategy 2020 objective of increasing viral suppression among transgender women in HIV care to ≥90%.
