Laurence Wilson is the former Director of the Chronic Care Policy Group and Senior Executive at the Centers for Medicare & Medicaid Services with more than 30 years of health care policy experience.
In his leadership role at the Center for Medicare & Medicaid Services, Laurence was responsible for payment and benefits policy on a broad range of Medicare health care benefits and payment systems, including post-acute care, hospice, durable medical equipment, dialysis, and various hospital services. He was responsible for the implementation of legislation and regulatory development for the Medicare fee-for-service program and directed the design and implementation of a number of key Medicare reforms, including the establishment of new payment systems for post-acute care, benefits policy enhancements related to devices, and the competitive bidding program for durable medical equipment.
While at the Centers for Medicare and Medicaid Services, Laurence was also responsible for administering the Agency’s process for the coding of drugs and devices, and for shaping benefits policy related to Medicare’s coverage of devices. He led recent efforts to modernize Medicare’s home health and skilled nursing facility payment systems, refine durable medical equipment payments, and create payment incentives to foster innovation in dialysis care.
Laurence regularly worked with a variety of stakeholders, including providers, associations, health technology manufacturers, and patient organizations, on critical health care policy issues related to the scope of Medicare benefits, coverage, and payment. He also worked closely with key Congressional staff on Medicare policy priorities and testified before Congress on numerous occasions, including testimony before the Senate Finance Committee, Senate Homeland Security Committee, the House Ways & Means Committee, the House Energy and Commerce Committee, and the House Small Business Committee. Finally, he coordinated with key government agencies on a variety of health care initiatives, including the White House, Office of Management and Budget, Medicare Payment Advisory Commission, other HHS agencies, the Veterans Administration, and the Department of Justice.
Laurence is currently a Senior Vice President of the Lincoln Policy Group where he uses his knowledge and experience with Medicare and other health programs to assist clients in navigating the complex legislative and regulatory environment of today’s health care system.
Laurence holds a B.A. in Political Science and a Master’s degree in Public Administration from the Pennsylvania State University.
